And the first step in achieving that ambitious goal has been its recent launch of the Northern Victoria Regional Driving map.
The foldable, double-sided guide gives visitors a list of activities and events from Echuca down to Heathcote and Gunbower across to Kyabram.
It also features a map that plots each place and attraction for easy viewing and planning.
Mayor Adrian Weston said the map was a great way to promote not only Echuca but other smaller towns in the area.
"It highlights the many other towns right across our region and what they have to offer," he said.
"A lot of people have been coming to Echuca and Moama for a long time and for visitors to be able to grab this map and decide they will take the back roads around the area to see those smaller townships is great."
Campaspe Shire tourism development officer Jemima Lewis said the map revamp was a must.
"This is a product that the Campaspe Shire produces and it’s been off market and outdated for a couple of years now," she said.
The shire aims to cater for the needs and interests of a range of people around the area.
"Whether you’re into water sports, outdoor activities, kid-friendly opportunities or you just want to see some arts and crafts and what’s going on around town, this map is perfect for you to take with you and explore the region."
The map will be stocked in information centres across Victoria and NSW as well as hotels, motels and caravan parks.
