The 20-year-old Cudgen Hornets junior has come through the Titans pathways system and will play his first NRL game on Saturday night, lining up for a baptism of fire against the Panthers at Cbus Super Stadium.
Weaver has been in strong form for Tweed Heads in the Queensland Cup, and with regular half Tanah Boyd out after season-ending shoulder surgery and veteran No.6 Kieran Foran unavailable through injury the youngster gets his big chance.
To play against Panthers No.7 Cleary in your first NRL match is the toughest of tests but Weaver won't be daunted.
"It is fantastic," Titans coach Jimmy Lenihan said.
"It is certainly a big task to go straight into Penrith as your first game. It is a wonderful opportunity for his family and they are proud of him.
"Tom is a really natural halfback with a good kicking game and pass, and he organises well.
"No doubt he will be a little bit nervous but we expect him to play a good game and the boys are excited about his opportunity."
Weaver was signed to the club when he was 14, as was flying winger Alofiana Khan-Pereira in what is proving a valuable production line for the Titans.
"There are nine or 10 in our first-grade side that have come through our pathways," Lenihan said.
Queensland representative AJ Brimson is expected to start at fullback after recovering from a rib injury, with Keano Kini - named at No.1 - moving to 18th man.
"We are expecting Brimson to start," Lenihan said.
"He got through training unscathed. He has got to tick some boxes and he should be good to go.
"This week playing Penrith and playing Cleary there is a lot of tactical stuff with our numbers on our tryline, and defensively getting ourselves set.
"The experience of AJ against Penrith and Cleary is good for us to tactically get our defence structure organised."
The Titans are out of finals contention, while defending back-to-back premiers the Panthers are on top of the ladder and on track for the minor premiership.
"It is exciting," Lenihan said of the challenge of taking on one of the game's powerhouse sides.
"They are certainly the benchmark and favoured to win the competition, so it is a great opportunity for us to go out against Penrith and have a shot at them where we don't have any expectation or repercussions."
