The Uruguayan Football Association celebrated the arrival of 67-year-old Bielsa with a video and a series of memes mimicking the Argentine renown as a great tactician.
"Our public demands gameplay and emotions. The time has arrived," the association said on Twitter on Monday.
Bielsa succeeds Diego Alonso as national team boss.
Alonso's contract expired after the World Cup in Qatar earlier this season, where Uruguay suffered a shock group-stage exit.
Bielsa's first matches are likely in June, when Uruguay are scheduled to play friendlies against Nicaragua and Cuba. South American World Cup qualifying will begin in September with Bielsa's first major campaign at the helm is set to be next year's Copa America in the United States.
Bielsa coached Argentina from 1998-2004. His team were eliminated at the group stage of the 2002 World Cup and won the gold medal at the 2004 Athens Olympics. He left the job for personal reasons.
Bielsa also coached Chile from 2007-11.
He's had spells at club level in Spain and France with Espanyol, Athletic Bilbao, Marseille and Lille. He has been out of a job since February 2022 when he was fired by Leeds United.
Bielsa guided Leeds back to the Premier League from the Championship in 2020 and was one of the most popular managers in the club's history.
Uruguay are currently 16th in FIFA's world rankings.
