Raso was concussed in the 4-0 win over Iran on March 5 while Catley copped a concussion in Sunday's 3-3 draw with South Korea.
Under AFC rules, there is no mandated period on the sidelines for concussed players at the Asian Cup, meaning both Raso and Catley remained in the running to play against North Korea.
But Matildas coach Joe Montemurro ruled a line through both of them on Thursday.
"They're tracking well. They were very close, but they won't be included in the squad tomorrow," Montemurro said.
As for how to deal with Catley's absence?
"Sam Kerr is playing at left back," Montemurro said as he cheekily looked across to Kerr sitting next to him.
Courtney Nevin struggled at left back after replacing Catley in the draw with South Korea, but has been backed this week by her Matildas teammates to rebound.
Montemurro is confident he has the resources to fill the void left by both Raso and Catley.
"We've got enough backup in our squad and we believe in the in the backup that we've got to come in," Montemurro said.
Australia bombed out in the quarter-finals at the 2022 Asian Cup, and there is huge pressure to avoid a repeat flop, especially on home soil.
Kerr said the Matildas are focusing on their past successes instead of failures in their bid to mentally prepare themselves for Friday's make-or-break game.
Two examples Kerr gave were the 4-0 win over Canada to secure progression past the group stage of the 2023 home World Cup, and the 4-3 extra-time win over Great Britain in the quarter-finals at the 2021 Tokyo Olympics.
"(We've focused on) games when everything was on the line - it was do or die," Kerr said.
"The girls have brought up the Canada game at the last World Cup, where we had to win to go through and it could have ended in tears that night, but the girls went out there and smashed it.
"Obviously you can think about the heartbreak and stuff (of other games), but I don't actually think it's valuable in these moments. You need to think of the positives."
Kerr believes her team, who opened the tournament with a 1-0 win over the Philippines, are ready to go to another level in the quarter-finals.
"I think we've been building ourselves up in the tournament. I don't think yet we've had a top performance, but we're saving that for tomorrow," Kerr said.
"It's a good (thing) we haven't peaked too early, and I think the best is yet to come."
If Australia reach the semi-finals, they will also secure qualification for the 2027 World Cup in Brazil.Â
