A webinar hosted by liquidators Grant Thornton on Tuesday morning was touted as an update on frequently asked questions and a discussion about next steps after the home builder's demise, which affects more than 1700 properties in Victoria and Queensland.
However, many customers trying to enter the webinar were met with a message saying the meeting was full, with some reporting they weren't able to ask questions.
Premier Daniel Andrews estimated about 1500 Victorians were affected by Porter Davis's buckling.
He encouraged them to get in touch with the Victorian Managed Insurance Authority (VMIA), but noted mandatory insurance was capped at $500,000.
"(But $500,000) isn't the same today as it was a year ago, so we're having a look at whether there's a cost escalation clause we can put in there so that the value of that insurance policy can grow," Mr Andrews said.
"The value of that insurance policy has somewhat been eroded by the fact that the market is pretty high."
About 500 people had approached the insurance authority about their Porter Davis homes, the premier said.
He acknowledged it was a challenging time but predicted workers put out by the company's liquidation would be quickly snapped up, given skills shortages in the industry.
"Those that we really feel for are people who haven't yet started a home, those who are under way but haven't moved in yet ... and we'll stand with them and do whatever we can," Mr Andrews said.
"The VMIA is a really important part of that."
He said reports Porter Davis baited customers with significant discounts when the company had no expectation it would be able to fulfil contracts were "troubling".
Authorities would look at the issue and it was important people acted in good faith, he said.
"Let's see if that is in fact the case," Mr Andrews said.
Reports have also circulated of builders targeting Porter Davis homes, with one home going up in flames on Monday in Melbourne's southeast.
It took fire crews 40 minutes to bring the blaze at Andante Crescent at Clyde under control. Police are investigating.
