Deepinderjeet Singh and a woman were sitting on the water's edge on Monday night when they were allegedly pushed into the water.
The woman was able to climb a ladder to safety but Mr Singh, who was unable to swim, couldn't be saved despite the efforts of police and passers-by.
Police allege four young people were involved in an attempt to steal the woman's handbag.
A 17-year-old boy from the suburb of Goodwood, who cannot be named because of his age, was charged with manslaughter and aggravated robbery.
He was due to appear in Hobart Magistrates Court on Thursday afternoon in a session closed to media.
Chantelle Gloria Devine-Wordsworth, 25, and Hayden Thomas Nichols, 19, who are each facing charges of aggravated robbery, appeared in court earlier in the day.
The pair, who appeared separately, were emotional during their respective hearings.
They were both granted bail and are expected to next appear before the court on February 26.
A 17-year-old Berriedale girl, who was also charged with aggravated robbery, also appeared in a closed session.
It is not known if she was granted bail.
Mr Singh, who moved to Tasmania to study, has been remembered as kind hearted.
A fundraising page has been set up to raise money to transport his body to family in India, while a vigil in Hobart is being planned.
Tasmania Police are continuing to investigate the incident, which occurred about 10pm near Princes Wharf, a short walk from the CBD.
Officers want to speak to a person who found a mobile phone which was handed to police later on Monday night.
"Apart from thanking this member of the community, investigators believe this person can assist with the ongoing investigation," police said in a statement.
