Jason Ruscoe, 31, pleaded guilty in the Victorian County Court to striking Timmy Rakei with his car at the Carrum Downs site in Melbourne's southeast on November 9, 2021.
He then fled the scene on foot without helping Mr Rakei, before jumping into a getaway car driven by his friend Ashley Luke Powell.
Mr Rakei died at the scene after he was crushed between two cars and his coworker Shaun Kilmartin suffered serious injuries.
County Court Judge Robyn Harper on Thursday said Ruscoe's offending was "cowardly and callous".
"It's shameful conduct that is difficult to comprehend," she said in her sentencing remarks.
Ruscoe was jailed for 16 years and three months, with a non-parole period of 10 years and six months.
