Wales are on a horror run in the Six Nations, having lost their previous 11 fixtures in the competition since beating Italy in March 2023, and are without talismanic regular skipper Jac Morgan who is injured. Dewi Lake will deputise.
"There are a few changes to the squad from the autumn, some due to injury but others are a sign of the competition there is and how many players we have in the mix which is a real positive," Tandy said.
"I think we have a good blend again within the squad moving into this campaign and can't wait for us to assemble next week."
France-based lock Jonny Gray and hooker Dave Cherry have been recalled to the Scotland squad as Australian-born Sione Tuipulotu captains a side seeking to end an agonising 27-year wait for the title.
Gray has been in good form for Top 14 club Bordeaux and should add to his 81 caps, while Cherry plays for second-tier French side Vannes.
There are few surprises in coach Gregor Townsend's selection as he has largely gone with his tried and tested, who have recorded some notable victories in recent Six Nations but lack the consistency to put a title-winning run together.
