Formula One's two most recent champions were united in their attack on the sport's new cars on Sunday, after George Russell led home a Mercedes one-two in Melbourne.
Norris and Verstappen finished fifth and sixth at Albert Park, with Kimi Antonelli second in his Mercedes and Ferrari pair Charles Leclerc and Lewis Hamilton third and fourth.
There were six separate overtakes for the lead between Russell and Leclerc in the first nine laps on Sunday, before the race settled down.
But reigning world champion Norris claimed overtaking was "artificial", with close to half of each car's battery pack now based on rechargeable battery.
The McLaren driver also believes the new rules are creating dangerous situations, estimating that chasing cars were boosted to going up to 50km/h faster than those they were pursuing.
"When someone hits someone at that speed you're going to fly and you're going to go over the fence and do a lot of damage to maybe yourself and others," Norris said.
"It's really horrible to think about.
"It's a shame. We're the ones driving and just waiting for something to happen and something to go horribly wrong. That's not a nice position to be in."
Local-hope Oscar Piastri also suggested his crash on the way to the grid may have been linked to the new regulations due to a burst of horsepower, while Verstappen and Antonelli also ended up in the barriers on Saturday.
Four-time world champion Verstappen agreed with Norris, having previously claimed this season was going to be like "Formula E on steroids".
The Dutchman has also previously indicated he may walk away from the sport if he does not enjoy it, a scenario put to the Red Bull star on Sunday.
"(It was) chaos. I can't really find the right words for it," Verstappen said, after recovering from 20th to finish sixth.
"I love racing, but we can only take so much. I think they are willing to listen, the FIA and F1. I just hope that there is some action.
"It's not like I am the only one saying it. A lot of people are, drivers and fans. We just want the best for the sport. We are critical for a reason."
Russell, however, believed more time needed to be given before judging, with the long straights at Albert Park making it one of the most difficult for battery charge.
"If (Norris) was winning I don't think he would be saying the same," the Mercedes driver said.
"We weren't happy with how stiff the car was last year and the porpoising.
"Everyone had a bad back and everyone was complaining about that. McLaren drivers were saying there was no porpoising, but we looked at their car and it was."
