On Thursday, Zelenskiy said he had "extensively" discussed the topic with his Turkish counterpart Tayyip Erdogan in a call after a massive Russian strike killed at least 19 people in Kyiv overnight.
"National security advisors are now working on every specific component, and the entire framework will be set out on paper next week," he said after the call.
A Turkish enterprise was hit in the overnight strike, he added.
Zelenskiy said the Turkish defence minister would be involved in the discussions "to explore" Turkey's potential involvement in ensuring security, particularly in the Black Sea.
The head of Ukraine's national security and defence council Rustem Umerov was visiting Turkey on Thursday to discuss the topic as well as bilateral defence co-operation, Umerov said on Facebook.
Turkey has welcomed the discussions on security guarantees and said that it would contribute to any initiative to ensure lasting peace in Ukraine.
It has previously said it could consider joining peace initiatives on the ground if a concrete modality and framework is set but has not committed to anything openly.
US special envoy Keith Kellogg on Thursday condemned the Russian attack in Kyiv, saying it undermined US President Donald Trump's peace efforts.
"These egregious attacks threaten the peace that POTUS is pursuing," Kellogg said on X.
United Kingdom Prime Minister Keir Starmer condemned the assault, which he said had damaged the British Council building.
"(Russian President Vladimir) Putin is killing children and civilians and sabotaging hopes of peace," he wrote on X.
European Commission president Ursula von der Leyen spoke on the phone with Zelenskiy and Trump after the attack.
"Putin must come to the negotiating table," von der Leyen wrote on X on Thursday after the calls.
"We must secure a just and lasting peace for Ukraine with firm and credible security guarantees that will turn the country into a steel porcupine. Europe will fully play its part," she added.
The European Union's diplomatic mission in Kyiv was also damaged in the attack.
No staff members were harmed.
Reacting to the strikes, von der Leyen announced new punitive measures on Russia.
"We will come forward soon with our 19th package of hard-biting sanctions," she told reporters in Brussels.
"In parallel, we are advancing the work on the Russian frozen assets to contribute to Ukraine's defence and reconstruction," she said.
Von der Leyen said two missiles had struck within 20 seconds of each other at a distance of 50 metres from the EU office.
"It shows that the Kremlin will stop at nothing to terrorise Ukraine, blindly killing civilians - men, women and children - and even targeting the European Union," von der Leyen said in a statement.
Work on a 19th package of sanctions against Russia had already been announced several weeks ago.
EU foreign ministers are to discuss new sanctions at a previously planned meeting on Saturday in Copenhagen.
The White House said on Thursday that Trump "was not happy" when he learned about the Russian attack on Kyiv.
"He was not happy about this news but he was also not surprised. These are two countries that have been at war for a very long time," White House press secretary Karoline Leavitt told reporters, adding that Trump will make an additional statement on the situation later on Thursday.Â
