Star Knights centre Best, off contract at the end of next year, is yet to agree to a figure for an extension despite ongoing talks with the club.
Parramatta were on Thursday linked to making a play for the 25-year-old, if he remains unsigned and therefore a free agent in November.
"I think (there would be several clubs interetsted), definitely," Holbrook said when asked about clubs potentially coming for the Knights junior.
"You'd think (there would be several clubs interested), definitely," Holbrook said when asked.
"Recruitment is ongoing. It's every week.
"The minute you sign someone, someone else is up for grabs as well. So, it's never going to end. It never will. And wherever that lands, you know, it lands."
Best had already made his NSW State of Origin debut when he inked his last deal in early 2024 and has since played a key role in two series wins.
Newcastle have fellow outside back Dom Young off contract at the end of 2027. Centre Dane Gagai will also exit at the end of this season for Brisbane.
Best would loom as one of several big-name centres on the market for 2028, with Herbie Farnworth, Latrell Mitchell and Jack Howarth also unsigned at this point.
Beyond the Eels, new franchise Perth looms as an obvious club likely to be in the hunt for Best's signature.
"I love Braddy. I want him to stay. But, again, it's a juggling act. The salary cap's not that easy," Holbrook said.
"If I had my way, I'd have every player, but there's a salary cap for a reason. So, hopefully, I'd love to see Braddy stay."
Best's centre partner in Gagai is on track to return for the Knights on Sunday against the Warriors, with the veteran having overcome a hamstring injury.
In-form second-rower Francis Manuleleua and forward Pasami Saulo will also return, after they missed last Saturday's 44-24 loss to Manly.
A Newcastle win will be enough to wrap up a home final given they have a bye in the last round, while a loss leaves them at risk of travelling to Sydney or Townsville.
"I'd love to play at home, but we've got to earn it," Holbrook said.
"If it doesn't happen, I'm OK with it. I honestly believe that we play really well away from home.
"Of course we want it for our fans and you don't want to travel unless you have to. If we get it, it's because we've deserved it. If we don't, it's our own fault."
